Why do my windows look cloudy even after cleaning?

That is almost always mineral etching from sprinkler overspray, not dirt. Las Vegas irrigation water is extremely hard, and when it dries on glass repeatedly it bonds and eventually etches into the surface. Washing will not touch it — it needs an acid treatment, and severe cases may only improve rather than fully clear.
